Bulking up legs

I have a question for you guys trying to bulk up skinny legs. My brother-in-law was asking me if it was possible to bulk up his skinny chicken legs. Can someone tell me how to do this without taking suppliments? He is an o'natural kind of guy, but does workout. He has tried lifting weights in his legs, but never saw results, so quit. He is not a BFL guy, so for his workouts he typically does cardio for like 40-60 min. Then he does push-ups in the evenings. He goes to the gym everyday, so he is willing to step it up. He just doesn't know how.

Any suggestions would be greatly appreciated!

He has to committ to the long term, first off. Putting on quality muscle is difficult, very difficult. Patience and consistency will serve him well.

My advice would be:

Back off the cardio some, especially if it is steady state.

If he's not already doing it, then introduce sprinting and plyometrics into his routine once or twice a week.

And a steady diet of back squats, front squats, deadlifts, and lunges .... performed at full range of motion.

Diet is going to come into play as well. If he eats like a bird, he'll get stronger with a little growth. You have to increase calories to grow, period.

Good luck to him.

I agree with dumping the cardio to the bare minimum. If you wants to add muscle, he will most likely need to be in a calorie surplus rather than deficit. This means that he needs to take in more calories than he burns, so cardio is counter-productive because you have to eat even more to replace the calories burned from cardio. His protein should be high (as is true for the BFL lifestyle, but most Americans intake much less than this amount of protien. As Lenny and Hyper said, he has gotta focus on lifting weights. All variations of squats, deadlifts, leg-press and lunges should be staples for him. He needs to embrace "leg" day and expect to do it probably twice a week.

The advice is spot on... lots of the big movements suggested and a ton of food...

Ditto, AND will add that he could switch to running hills for his cardio.

Agree with above, but also tell him to do legs on Mondays, or after a day off.  This will boost the growth hormone and he'll actually build more muscle all over, over time...
